User invites no longer send Clerk invitation emails
Account user creation now provisions the database user, account role, Clerk user, and Clerk organization membership without attempting Clerk invitation email delivery. This avoids failures in Clerk instances where email invitations are disabled while keeping account access provisioning available through the public user-management API.

Response Behavior
Successful provisioning may now return inviteSent: false for each created user even when no inviteError is present:

}If Clerk provisioning cannot prepare the user, the created user is returned with inviteSent: false and inviteError, so callers can surface a retry path.
Migration Notes
Do not use inviteSent: false by itself as a failure signal. Treat inviteError as the failure indicator, and handle user notification or email delivery outside of Clerk invitation emails until AI-2196 defines the supported delivery flow.
